When assigning work, priority shall be given to projects that enhance infrastructure functionality rather than beautification. Acquiring and maintaining levee certification not only protects the community but enhances the quality of life within the District by lowering insurance costs, protecting economic infrastructure, protecting jobs and assuring the continued availability of State and Federal funds. Pumps allow the District to lower internal water levels to protect the public and the environment in broad geographical areas. Internal drainage generally protects localized areas within the District. Other restrictions may be imposed a deemed necessary by the Board. Additional uses should not restrict Operations and Maintenance of the infrastructures involved. The Board has begun using goats/sheep to manage vegetation rather than use chemicals or burn. This approach has increased the quality of life for people and protected the environment. The Board has also approved farming to enhance the ecosystem for animals and to create a revenue stream. The Board has continued this approach by approving:
Building and installing Owl nesting boxes to encourage natural predators to help control the rodent population adjacent to the levees. Seed the levee with vegetation that encourage "herd health" for the goats/sheep to feed o and that are pleasing for the public. Growing quality feed for the herd grazing the levee could, over time, reduce our costs and choke out undesirable plants.
Resources shall be first allocated to protect densely populated or heavily commercialized areas. Interventions that protect large geographical areas will be given priority over individual neighborhoods.
The protection of the environment and animal life should not be understated. District personnel shall act to protect the environment except when human life or infrastructure would be compromised.
Multiple Uses of District Infrastructure
The first purpose of all District Infrastructures is protection of the public from water damage. Without interfering with its first purpose, the Board encourages additional public uses that enhance the quality of life within the District with the following restrictions:
